If you skipped this process then you need to tap the setting option located on the home screen, select iCloud and there you need to enter your Apple ID. You can do it by following the instructions appears in the setup assistant which will help you to setup iCloud. When you buy a new iOS device or update the version of your iOS, you need to turn on the iCloud service. If it is not showing means, you are using the latest version. If it shows, a new version is available then update your OS.
If you are not sure that you are using the latest version or not, check it by going to Settings, tap on General and then tap software update. You must update your iOS to the latest version.
